A side-lock holder is the cheapest way to hold a cutter that will not pull out, and for roughing it is still the right answer. The only real decision is which flat your cutter has: a Weldon shank has a flat parallel to the axis, a whistle notch shank has an inclined flat that pulls the tool back against the screw as it tightens. They are not interchangeable.
